Evacuees:

Guaranteed job or income of $600 per week for each adult.

Immediate right to return to their areas with temporary housing near their
homes.

Rebuild New Orleans and the Gulf Coast with all workers paid union wages and
working under union conditions.

Resources:

End the war in Iraq, shift what is being spent on the war there to rebuild the
Gulf Coast.

Launch a major public works program funded by putting the taxes back on the
wealthy and by cutting military spending.

All this to be brought together in a plan to rebuild the area. This plan and
the funds of this plan to be controlled and coordinated by the working class
through elected committees in the communities, unions, student groups, and the
linking together of these committees.

Organization:

Build solidarity aid through these community, union and student groups
linking together with evacuees and develop these as a movement to bring down
Bush.

Build solidarity through these bodies across race and gender lines. Unite the
working class against racism and sexism as it is united to struggle against
the disaster of Katrina.

In areas where the evacuees are still forced to live and prevented from
returning home the working class communities and organizations in these areas
should link together with the evacuees through solidarity committees to
provide aid on the ground and support in their struggle to return home.

No support for the two big business parties, the Republicans and the
Democrats. Build a mass workers party to represent working people and not the
corporations. Build this on a socialist program which will put the wealth of
the country in the hands of and under the control of the working class
majority.

Katrina and the US government's response revealed the class nature but also
the racist nature of US society. The victims were overwhelmingly poor but also
overwhelmingly black. The black working class, as they do through the racist
legal system, suffered disproportionately from this crisis of capitalism, this
social disaster.

The program outlined above would be a major step in the offensive against
racism which is used by the capitalist class to weaken all workers.
